Within the concept of sustainable development, special attention is paid to the environment. Of course, the key goal of sustainable development in the field of ecology is the stability of ecological and physical systems. Eliminating the needs of the environmental plan will lead to environmental degradation and jeopardize human interaction with nature. With sustainable development, many industries are changing. One of these industries is energy, the vector of which is changing in the direction of sustainable development of energy saving. Due to the high level of energy intensity of many sectors of the economy, there are problems of improving energy efficiency. It requires changes in the energy sector, such as the introduction of alternative energy sources. As an example, it is necessary to refer to the successful experience of implementation in European countries such as Germany and the United Kingdom. The experience of these countries shows that state support and private investment have a positive impact on the development of the industry, increasing the share of renewable energy in the country's energy structure. Projects are also being set up to promote alternative energy, such as the centre for renewable energy and sustainable technologies in Northern Ireland. Due to the relevance of the European experience, it is proposed to build a similar center in the Rostov region, taking into account local specifics.

Evaluation of the effectiveness of ""green"" buildings is usually carried out by a third party using a rating system. The rating system STO NOSTROY 2.35.4–2011 assesses habitat sustainability according to 46 criteria, which are grouped into 10 categories, presented in Table 1. STO NOSTROY 2.35.4–2011. The article presents the methodology developed on the basis of the above-mentioned rating system, as well as the foreign LEED system, and the S-factor for the designed 16-storey residential building is calculated. The calculation for clarity is presented in the form of a diagram. Since the design we strive to get as close as possible to the highest grade of assessment, the most attention is paid to such concepts as energy saving and energy efficiency. Calculation of economic efficiency is possible on the basis of the resource-technological model by calculating the volume of waste during the overhaul and demolition of the designed building. This is a necessary task, since the construction of environmentally-friendly, sustainable buildings requires full consideration of the life cycle of the building, and accounting for the entire life cycle necessitates integrated design. The time spent at an early stage on the complex design of the building, taking into account the concept of sustainable development, is rather quickly compensated with the start of building operation, since it is known that the largest share of costs falls on the operational period of the building. So, as a result of calculating the S-factor, the building is assigned a certain grade of assessment. Raising the grade of an assessment of a building being erected will lead to an increase in its investment attractiveness. That is why it is important to perform a similar calculation at the design stage of the life cycle of the construction object, since in this case we have the opportunity to increase the value of the S-factor to the required.

This article raised the problem of the rapid pace of urban development and the conditions for comfortable living of the urban population. To solve these problems, the concept of “Smart City” was created. "Smart City" is a system that provides a high level of urban life, increasing the profitability of resource use by combining all the services and information systems of the city. The main elements of this concept and their role in the program are shown. There are ways to solve problems due to the implementation of the Smart City program. The question of the need for the growth of smart cities, and also shows the reasons for the long development of cities in this direction. The main ideas of the implementation of the "Smart City" program are described. The basic strategies for the development of "smart" cities in Russia are given.

The solution of environmental problems of the modern city requires a systematic approach and should include measures for cleaning and protection of all environmental components of the city. As a part of the complex improvement, one of the most simple, inexpensive to implement and at the same time effective methods is to increase green areas of the city. The article deals with the spatial analysis technique of urban green spaces distribution density using modern geoinformation systems on the example of the city of Rostov-on-don. Spatial analysis is carried out in the software package ESRI ArcGIS 10.1. The result of the technique realization is the construction of an electronic map of the city's greenery distribution density, as well as the assessment of the environment quality by comparison with the electronic map of the habitat quality index for the estimated areas.

One of the most important measures to reduce the risk of natural and natural-technological disasters is the engineering-geological mapping of the city area, carried out in accordance with a group of geological factors such as topography, formulation and properties of rocks, hydrogeological conditions, geodynamic processes development, etc. On the territory of the city of Novocherkassk as well as in other areas of urban settlements in the Rostov region, the active development of devastating processes associated with the extensive spread of clayey soils with low values of high strength characteristics and high water cutting groundwater arrays, caused by both natural active processes and technogenic influence. After the research conducted, it was decided that the area of the city of Novocherkassk is divided into zones of geological risk. Thanks to the mapping of the territory, it is allowed to make the right architectural and planning decisions and exploit it with well-executed investments, with security requirements.
