The article presents the results of calculations of the HDI values regions of Russia. Based on the proposed indicator "HDI rank" the classification of regions of Russia. The dependence between the dynamics of the indicator values of human potential: the average human development index, the number and incidence of the population, the number of recorded crimes and the dynamics of the volume sold per capita alcohol.

The article describes the dynamics of the use of information technology companies in Russia, proved their importance for effective economic development. From the standpoint of the functioning of IT-organization to identify the problems organization of  production and management, for the partial reparation which an algorithm efficiency analysis, development and implementation of kaizen proposals for enterprises in the sphere of web-technologies of small towns of the Rostov region.
