In article questions of forming the cluster-oriented economic as innovative mechanism of increase in investment appeal of the territory are considered. The current state of an investment potential of the local territory on the example of Taganrog town of the Rostov region is considered. The question of development of investment policy of the area and a possibility of forming in this territory of clusters is researched. The analysis of implementation of investment projects of the area in the sphere of creation of conditions for development of the cluster oriented territory economy is provided.

The article considers the questions of formation of system of social protection of the population in the local area. Analyzed the components of the modern problems in the sphere of life of the population. On the example of municipality of the city of Taganrog, Rostov region presents an assessment of problems in the sphere of social protection of persons with disabilities. Presents an analysis of the developed project to create a gym for this category of the population.
