  • On the issue of resource optimization in the problems of managing complex socio-technical systems

    An urgent task of management, the solution of which is necessary for the full implementation of the supervisory functions of officials of state inspectors, is the optimal assessment of the amount of resources expended. As a result of the work, an analysis of information on labor costs for the performance of the functions of state inspectors of small vessels was carried out. The general approach of the work was reduced to the choice and implementation of methods for obtaining and processing information, taking into account the specifics of supervisory and preventive activities. Based on the analysis of the information and generalization of the research results, a draft methodology for calculating and optimizing the personnel of units related to supervisory and preventive activities was proposed.

  • Fire safety management methodology for social facilities based on the analysis and calculation of fire resistance of building structures. Part 1

    The article discusses the features of numerical modeling of the limits of fire resistance of structures under the influence of standard and hydrocarbon temperature regimes. After carrying out the assessment using the proportionality coefficient, it is necessary to carry out a verification calculation of the structure tested under the standard temperature regime of the fire, and if the results obtained coincide, the calculation of the structure under the hydrocarbon regime.

  • The concept of building risk-oriented models for managing fire hazardous events in socio-economic systems. Part 1

    The article proposes a new concept for building risk-oriented models for managing fire hazardous events. On the basis of "Markov processes" allowing to interpret the control process (algorithmically, algebraically, matrix and on graphs), the procedure for conducting frequency analysis is shown as an implementation of one of the stages of the proposed concept. The results of the study can be used as decision support when ranking (or differentiating) objects of protection with different levels of fire safety by risk category.

  • New possibilities of using digital tools in the management of forces and means of operational rescue units at the facilities and territories of the socio-economic infrastructure

    The work is devoted to the application of modern information technologies in the socio-economic systems of control of forces and means of operational rescue units. Using the Google Earth interface with integrated data from the Mapinfo program, it is possible to track and coordinate the forces and means of rescue units to the scene in real time.

  • Theoretical foundations for constructing risk-oriented models of managing fire-hazardous events

    The work is devoted to the theoretical foundations of constructing risk-oriented models for managing fire hazardous events in social and economic systems. It is noted that various methods and mechanisms of risk-oriented management make it possible to effectively predict and assess various objects of protection. The proposed approach makes it possible to establish the causes of events, determine the possible consequences, evaluate measures preventing the occurrence of an event and form the grounds for making a decision on the acceptability of fire risk for specific objects of the socio-economic system.

  • Cluster analysis in solving tasks management of fire hazardous events in social and economic systems

    This work is devoted to the application of cluster analysis in solving tasks of managing fire hazardous events in socio-economic systems. The simulation results showed that, depending on the factors that determine the fire situation in the territory, it is possible to assess the fire hazard in the region. The proposed approach will allow planning the necessary fire-fighting measures as part of a unified state system for the prevention and elimination of emergencies at various levels.

  • Application of digital technologies in training citizens of rural settlements in fire fighting

    The article proposes the possibility of using information tools in solving problems of problem-oriented control systems. To improve the system of training citizens of rural settlements in fighting fires, the possibilities of digital technologies were used in the creation of online courses. Through a digital online training course on the basics of fire safety and during immersion in practice-oriented activities, it will be possible to increase the level of safety culture and social responsibility in settlements with a difficult fire hazardous situation and reduce the socio-economic consequences of the possible development of fire hazardous events. It will also reduce the cost of sending the population to practical classes in educational organizations, which makes it especially relevant in a period of unstable epidemiological situation.

  • Question of assessment of fire hazard in rural settlements

    The paper presents information about the features of the fire and their consequences in rural settlements. It is noted that the overwhelming majority of residential buildings are concentrated in rural areas of the socio-economic system. Have been determined the factors determining the fire situation in the residential sector of rural settlements of the socio-economic system. The analysis showed that the situation with fires and their consequences in rural areas can be solved through intensive implementation of organizational and management measures.

  • Methodological aspects of inspection of protected objects for compliance with fire safety requirements in problem-oriented control systems

    The article discusses the issues of systematizing the examination of protected objects for compliance with fire safety requirements in problem-oriented control systems. Using the presented methodology, it is possible to solve problems of a different practice-oriented nature: from the actions of an independent expert during a fire audit to decision support in differentiating and ranking objects of protection by risk categories during the period of control and supervision activities by employees of the state fire service.

  • Improvement of mechanisms for managing fire hazardous events in the socio-economic system of facilities and localities

    The work is devoted to research on improving the mechanisms for managing fire hazardous events in the socio-economic system of objects and settlements. The simulation results make it possible to calculate the probability of a fire stopping at certain stages in each fire zone, as well as to estimate the relative probability of a fire hazardous event occurring in the territories under consideration.
