The article deals with topical issues of the formation of new criteria for the use of land resources and the prospects for their implementation in the land fund management process at the municipal level. The analysis of the main trends in the modernization of land legislation in terms of the transition from the division of land into categories to territorial zoning, as the basis of the land management system and the adjustment of their legal regime of use, was carried out.
